CPSG Endorses Samuel Littauer for 3C01 – An open-seat with no named candidate on the ballot, Samuel Littauer has stepped up with energy and enthusiasm to run as a write-in. It’s spelled L-I-T-T-A-U-E-R. His responses to our questions show a commitment to better urbanism, better land use, and multi-modal transportation. We also appreciate his love for Woodley Park and desire to promote its “historic vibrancy.” Write-in campaign are hard, and it will take flyers and yard signs to get his name out there. Consider chipping it to help Samuel in his campaign ($25 max contribution limit per individual).
CPSG ANC 3C Questionnaire
1) Later this year or early next, the DC Zoning Commission will consider changes to the zoning code for the commercial areas in Cleveland Park and Woodley Park along Connecticut Ave to increase the allowable height and density, based on recommendations made in the Connecticut Ave Development Guidelines. ANC3C will be asked to weigh in on the rezoning and its views will be given great weight.
Question: Do you support the recommended zoning changes and design strategies spelled out in the Guidelines for these commercial areas? (Yes / No)
If yes, explain what you think the benefits will be for the area.
If no, explain why and/or any alternative you would propose.
Answer: The proposed Connecticut Avenue Development Guidelines would provide enormous benefits to Woodley Park and Cleveland Park if adopted. The commercial corridors along Connecticut Avenue in these neighborhoods are ripe for increased vertical density and investment. By raising the height limit in these areas, adding housing, expanding pedestrian spaces, and incorporating placemaking features and public amenities, the vibrancy of these neighborhoods will be secured for generations to come.
2) Earlier this year, Mayor Bowser changed her mind and halted any further planning for protected bike lanes on Connecticut Ave.
Question: If presented with the opportunity to revive the planning for protected bike lanes on Connecticut Ave, would you support it? (Yes / No)
If yes, explain what you think the benefits will be for the area.
If no, explain why and/or any alternative you would propose.
Answer: If given the chance to revive DDOT’s Concept C, which proposed protected bike lanes on Connecticut Ave NW, I would fully support it. Adding bike lanes would enhance safety for motorists, cyclists, bus riders, and pedestrians. By promoting protected, people-first transportation, local businesses will thrive, and community members will be better protected from thruway traffic, as will the over 2 million visitors who traverse our neighborhood’s streets each year..
3) Earlier this year, Cleveland Park Smart Growth partnered with Virginia Commonwealth University grad student, Mac Hyde, on a planning study to consider how gentle density could be added to the single-family-only zoned residential areas around the Woodley Park, Cleveland Park, and Van Ness Metro stations. The recommendations from the study were to allow for multi-family residences while keeping the building sizes allowed for single-family zones houses.
Question: Would you be open to ANC 3C initiating a zoning change to allow for house-sized apartments, or conversion of single-family homes into multi-family, in the residential areas roughly within a half-mile of the Woodley Park, Cleveland Park, and Van Ness Metro stations? (Yes / No)

Answer: I support adjusting the current zoning code to allow for additional multi-family units in Woodley Park (3C01). Homeowners in our neighborhood should be allowed to use their property as they see fit. This includes, but is not limited to, renovating their lot to support a multi-family housing structure or adding an accessory dwelling unit if desired. Our zoning code should create more opportunities for everyone—renters and homeowners, new and longtime residents alike.
4) Question: Please tell us anything else about you and your decision to run for ANC that you would like the members of CPSG and the broader community to know about you.
Answer: If elected, I will do my utmost to steward the proper utility of local government and ensure Woodley Park is a neighborhood with historic vibrancy, rich in social and personal opportunities, and hospitable to all who visit and call this community home.
